Looks more like local indigenous plant _Xylomelum pyriforme_
(does not look so much like _Buckinghamia celsissima_ from NE Qld. as if planted here in in Bargo.)
These flowers and foliage have plentiful rusty hairs (for example).

Cytisus scoparius and Spartium junceum have pea-like flowers. This looks like Jasminum nudiflorum, winter jasmine.

Having photographed this I’m wondering why I haven’t seen it used as a hedge plant, looks suitable, growing well on thin soil on a slope and is a local native. Prima facie a good case for nurseries to foster it instead of privet style hedge plants surely.
